Understanding Contractor Tiers

Budget tier
Typically 20–30% below mid. May use thinner materials, fewer prep steps, shorter warranties. Suitable for lower-traffic lots or when budget is the primary constraint.
Mid-tier
Mid-range pricing, standard commercial specs, 1–3 year warranty. This is the baseline for most HOA and commercial property work.
Premium tier
10–25% above mid. Full material specs, extended warranty (3–5 years), dedicated project management. Appropriate for high-traffic or high-liability properties.

Using the Paving Budget Estimator

Budget ranges are most useful before a formal bid package is written. This estimator helps property managers create a planning number for overlay, repaving, patching, crack sealing, sealcoating, striping, and ADA-related allowances. The number should be treated as a capital planning range, not a contractor quote. Regional pricing, access constraints, phasing, base repair, drainage work, utility covers, and traffic control can move the final cost. Use the estimate to decide whether a project belongs in this year budget, reserve planning, or a phased multi-year plan.

For best results, save the output with dated site photos, the contractor proposal, and any board or owner notes. That documentation makes it easier to compare options, explain tradeoffs, and revisit the decision later if conditions, pricing, tenant needs, or ADA exposure change.
